50 days of additional employment in notified 15 drought affected districts under MGNREGS || TENDER CALL NOTICE || TOR for Hiring of different type of vehicles on Monthly Rent Basis ||


With effect of the instruction of Panchajati Raj Department, Govt. of Odisha through its letter No.17-NREG-11-1037-7660/PR dated 16th April, 2012 to pilot an innovative model of SOCIAL AUDIT in six districts of Odisha, District Administration, Balangir initiated the process to test the efficiency of the innovation approach to strengthen the social audit system under MGNREGS in Bangomunda block. The district administration in collaboration with OMEGA programme as a technical support team followed the model as a reform instrument to improved governance, increased development effectiveness through better service delivery, and citizen empowerment. The Social Audit trough Palli Sabha was piloted in Baldha Gram Panchayat under Bangomunda Block of Balangir District. The Gram Panchayat comprises of four villages namely Baldha, Sindhibhadi, Sanmula and Barlabahali. Before the commencement of the Social Audit, Wall Paining were taken up reflecting name of the labour, No. of days employed and page paid in all villages. Project wise estimated cost and expenditure etc. were also painted in the GP headquarter. Five Village Resource Persons (VRPs) selected from neighboring Gram Panchayat were engaged in records and assets verification, conducting sample households and prepared a reports to present in the Social Audit Forum (SAF). In each village Social Audit Committees were formed with adequate representative of SC/ST and women. The SAF presided by the President of the Social Audit Committee. The SAF was continued from 8th June to 12th June, 2012. The key issues emerged in Balangir are namely; delay in payment of wages, problems relating to job card, non-availability of worksite facilities and Monitoring, Lack of awareness on MGNREGA.
