Implementation of Good Governance initiatives In order to bring transparency, improve quality and ensure accountability in implementation of the programme objectives of the scheme, the State Government has always put emphasis on the Good Governance initiatives in the Administration of MGNREGS in the State and 4 parameters of Good Governance like 1- Maintenance of 7 Registers, 2- Maintenance of work file/case record, 3- Citizen Information Boards & Wall writing 4- Job Card are being adopted in the State. Citizen Information Board on new framework The Citizen Information Board with a new framework is being implemented across the State in full sprit. The CIB is being installed in every worksite started from 1st April 2017. It also act as a good IEC tool sp far as information related to the concerned project is being written on the front side of the CIB and on the back side it is devoted to IEC activities. Various entitlements of the workers are being written on the backside of the CIB. Case Record – Innovation in Case Record The State Government has always emphasized on the maintenance of case record as it is a mirror of the projects. We have taken number of innovative steps in maintaining case records such as; To bring uniformity in the design, colour and content of the cover pages of the case records across the State , two special customised cover pages of case records one for community project with yellow back ground and Blue border just like CIB for community project and Second Case record for Individual project with yellow back ground and black border just like CIB for individual projects. The colours are matched with with Community project and Individual projects, so that anyone can easily identify and recognise which is a community project case record and which is individual case record. (Photo of the case record mentioned above.)  MoRD has prescribed 22 documents to be kept in Case records but we have instructed field functionaries to keep 26 mandatory documents in case record. Job Card The State Government has designed a new Job cards one for General Category and other for Special category (mentioned in the paragraph 5 of Scheduled 1 in the MGNREGA Act 2005) beneficiaries in Odia language following the framework prescribed by the MoRD with necessary customization. Inner and outer side of the back cover page exclusively devoted for the IEC activities like the four category (A,B,C and D ) of works and entitlement and duties of the beneficiaries along with the toll free number for grievance redressal of the beneficiaries. 32 Lakhs Job cards are being printed at Govt press, Cuttack and all 32 lakhs active job cards will be replaced by the new job cards based on new framework.)
