Construction of Rural Housing through convergence with MGNREGS Detail Description In an attempt to provide a pucca house to all the people of Odisha, The State Government has put the construction of Rural housing as the top most agenda in the conbvergence with Mahatma Gandhi National Employment Guarantee Scheme. The Rural housing includes ‘ IAY house/ Pradhan Mantri Gramin Awas Yojana’ which is centrally sponsored scheme and ‘ Biju Pucca Ghar (Forest) and ‘Biju Pacca Ghar’, State scheme. In saturation mode, 90/95 persondays are booked for each house under Mahatma Gandhi NREGS. Strategies Adopted The beneficiaries area selected through Palli Sabha and Gram Sabha and the list of beneficiaries are placed before the Panchayat Samiti (Block) for approval in shelf of works under Mahatma Gandhi NREGS and consolidated at Zilla Parisad Level. A combined TS/FS are issued for all houses under Rural Housing that are approvedin shelf of projects within one GP. The individual house unit is treated as Mahatma Gandhi NREGS work for the purpose of providing unique ID for work , entry in works and asset register, social audit by Hram Sabha and evaluation by vigilance and monitoring committee. Separate case records are opened for each house until book the unskilled wage component in construction of house in convergence under Mahatma Gandhi NREGS. As and when the beneficiary is ready to take up construction, the programme officer, based on the report of Gram Rozgar Sevak (GRS) issues e- muster roll. The e-muster rolls are closed at the following stages as decided by Government. Monitoring at different levels To speed up the whole process and keep a vigilant eye on the progress, a three tier monitoring mechanism has been adopted i.e at State Level, District level and Block Level. State Level: Commissioner-cum-Secretary and Director, Special Projects review the progress fortnightly through video conferencing. The same is also being monitored through the WhatsApp. Apart from this, officers of MGNREGS Odisha Society have been specially entrusted under the supervision of Joint Secretary, MGNREGS to monitor the progress on daily basis and report the same to Director, Special Projects regularly. Financial achievement All the payments are being made through E-FMS/Ne-FMS for effective disbursement of wages to the workers. During 2015-16, an amount of Rs 113.42 crores has been spent in convergence of Rural Housing with MGNREGS by generating 65.18 lakh mandays. Impact During 2015-16, as many as 54,081 houses under Rural Housing were completed through convergence out of 128831 works sanctioned. This convergence has given a major fillip to the rural housing sector as a whole in the State.
