Renovation of Kudmansing Mojhi Pokhari
The Project Renovation of Kudmansing Mojhi Pokhari is a special project of Baliapal Gram Panchayat under Baliapal Block. The village Kudmansing is consist of 1500 inhabitants and belongs to agarian class. The whole village is dependent on the pond namely Mojhi Pokhari for both cultivation and for day today need. It is 175 x 100 ft. pond which was in silted condition. The said project was undertaken under MGNREGS in the last month of 2012-13 which is in on going stage.
MGNREGS Coordinator, Balasore has visited the project on dated 01.05.2013 and suggested for plantation on the embankment of the pond.
P.D & A.P.D (Scheme) DRDA, Balasore have also visited the said project on dated 09.05.2013. He has instructed not only for plantation but also suggested to construct 2 GHATS on both the side of the pond one for ladies & other for male when he came to know from the villagers that the whole village is dependent on the said pond.

Public hearing meeting
Block level Public Hearing Meeting was held at the premises of Bhapur Block, Bhapur at 10 a.m. on 28/12/2012. The vice Chairman of the Block Sri Gayadhar Parida inagurate the meeting by lightening the candel among other to attended the meeting were Sri Sabyasachi Patra the in-charge BDO Bhapur Block, Sri Basant Majhi, ZP Member smt. Nirupama Maharana, Member all the elected members of the GPs and common people.

Sri Sabyasachi Patra presented a statisticaal figure of impl. of MGNREGS Scheme in Bhapur Block area sri Basant Majhi and Sri Gayadhar Parida discussed about various aspects of the scheme and implications. Sri Suresh Ch Panda Forest Oficer Khandapara outlined the favourable impact of plantation in hilly and draughtprone areas.

At last the meeting ended in a sucessful note.

Block level Public Hearing
The Block level public hearing under MGNREGS was held on 29.12.2012 in the Conference hall of Panchayat Samiti, Odagaon.

The meeting was chaired by the Vice-Chair Person of the Panchayat Samiti, Odagaon. All the officials of the Block, Block Development Officer, PRI representatives from different Gram Panchayats, Job Card Holders from different villages of the Gram Panchayats and media personnels as well as NGO representatives were attended the public hearing and participated timely in the deliberation.
At the outset Block Development Officer-Cum-Programme Officer welcomed all the participants of the Block. He directed the Addl. Programme Officer, MGNREGS to read out the proceedings of the last meeting and it was confirmed unanimously.Then B.D.O.-Cum-Programme Officer presented the achievement during the financial year, 2012-13 till date. He deliberated the success of MGNRGA in Odagaon Block. As stated Rs. 414.42 lakh has been spent through which we have generated 148484 no. of person days. 27169 no. of Job Cards were issued, 8060 no. of households demanded for work and they have been provided unskilled manual work. 38 no. of households completed 100 days of unskilled manual work. 148 no. of projects completed which is highest in the district out of which 69 no. of check dams are completed. In his deliberation he stated that MGNREG Act is for rural poor for a sustainable livelihood. We have to keep interest in providing 100 days of unskilled manual work to the needy people of the society.

Sarapanch, Godipada Gram Panchayat said in his deliberation that some amount of fund should be placed at the G.P. Account to meet the material expenditure. He wanted to know that how much amount of fund is lying in the Bank Pass Book at the G.P. He also told that there are many ongoing projects at his G.P. and steps should be taken to complete the incomplete projects.

Uma Nayak, Ex-Zilla Parishad member told that funds should be placed at the G.P. Account according to the project cost including the ongoing projects. Funds should be provided on preparation of the bills by the Junior Engineers. Steps should be taken by the Job Card holders and officials to take advantage of e-FMS. Tribal villages should be connected to the local town by which communication to intra and inter villages will develop and the road connectivity will help the tribal people to sell their forest products which will enhance their economic status as well as the standard of living (SOL).

Arjuna Jena, Ex-Sarapanch of Pantikhari G.P. in his deliberation said that there should not be constraint on material payment. The J.E.s should be instructed to prepare more and more estimates on earth work which will provide much unskilled manual work to the rural poor. He also told that now people are not interested to do the work under MGNREGS due to the wage rate which is much less than the existing local rate.

The PS Member, Barasahi Gram Panchayat expressed his displeasure in the works of G.R.S. He told that G.R.S. should have more focus in MGNREGS work rather than other work, There should be 50% of work at G.P. and P.S. level.

NGO representative, Sri Nityananda Pradhan in his deliberation told that case record maintenance is much more important as well as increase in expenditure. Vigilance Monitoring Committee and Social Audit Committee should be prioritized. Steps should be taken for the villages where Gram Sathis are not available. In MGNREGS record maintenance is more important.

A Job Card Holder of Rabigadia G.P. expressed his interest for renovation of Jamupatana Road sahi Tank which is necessary for the habitants and a road work to cremation ground must be included in MGNREGA.

Mahajan Jena s/o Kanduri Jena questioned regarding his farm pond. On his view the Programme Officer instructed the J.E. and G.R.S. to look in to the matter and report compliance.
On the above deliberations and observations Programme Officer-Cum-Block Development Officer pointed out his remarks that:
- Earth work should be focused in the villages since this programme wants to provide employment to the job seekers.
- No excuse to the G.R.S.s in indiscipline.
- As case record maintenance is not good, all the case records will be maintained properly according to the check list provided earlier to the G.P.s
- The Sarpanches are requested to keep close look on the case record before passing the bills for payment.
- Labour material ratio should be maintained at each level by taking more earth work.
- As per the requisition made by the G.P.s funds will be placed after due verification of case records, Cash/Pass Book.

The meeting ended with a vote of thanks to the chair.
